Fix border width in navigation

Description

Page: All documentation pages, for example https://api.wikimedia.beta.wmflabs.org/wiki/Test_page

Expected behavior: The border under the selected item in the navigation should be 2px in width

Observed behavior: Border is 3px in width. Note that the position of the border (aligned with the bottom edge of the header) should remain the same.
