Description

As discussed here, add 'eliminator' group to arz.wikipedia with the following rights:

Also, will there be community review for users who request this right?

@MJL I already provided (in this task description) the link to local village pump discussion, the right was explained, the assigning and/or election process was address and it was agreed by the most active users, anyway here is the link again: Local village pump discussion.

Declining per https://meta.wikimedia.org/wiki/Limits_to_configuration_changes. This matches several entries listed at that page:

a) It brings a special user group to a very small wiki (only 6 sysops - it is even a global sysop wiki), which alone is usually not welcomed, as small wikis will usually benefit from having more administrators than from having more user groups.

b) That special group has highly special permissions: it shares all three traditional permissions of administrators. That makes the group to be an "almost administrator", and from purely technical perspective, sysop and eliminators are almost equivalent. At wikis that have it, the difference is mostly social, and it cannot be expected that small wikis will have such clear social differences between technically almost equivalent user groups.

c) To me, it seems that HitomiAkane leads this change. Their flags were recently revoked by the stewards https://arz.wikipedia.org/w/index.php?diff=2243917#Steward_removal_of_flags_on_arzwiki. If this change was to be implemented, that decision would likely be void. It also seems to be the steward's intention to handle all sysop flags via meta, and this change would also circumvent that decision.
