I am feeling that the replies are transcluding when those pages don't exist, like adding {{int:Example-message}} on a reply would be added to Special:WantedTemplates or adding {{BASEPLATENAME}} when those templates or interfaces don't exist. You can see the example here (I don't talk about with standing $ names).

- a clear and complete list of exact steps to reproduce the situation, step by step, so that nobody needs to guess or interpret how you performed each step,
- what happens after performing these steps to reproduce,
- what you expected to happen instead,
- a full link to a web address where the issue can be seen.

Steps to reproduce:
- On a wiki with StructuredDiscussions enabled, post a comment containing the wikitext {{int:hello}}. (There are already several posts containing this wikitext on MediaWiki.org, such as https://www.mediawiki.org/wiki/Topic:Vve46z8wobfrd0te))
- Go to Special:WhatLinksHere/Template:int:Hello on that wiki.
Expected results:
Since the post is calling the magic word "int" rather than any local templates, the post does not show up in Special:WhatLinksHere.
Actual results:
The post shows up in Special:WhatLinksHere as transcluding that template.
