Change in upload file link in ptwiki

Description

The "upload file" link in the sidebar at the portuguese Wikipedia has recently changed due to bug 23186, allowing local uploads. However, the community decided that files with a license accepted by commons should be uploaded at Commons, not locally. See http://pt.wikipedia.org/wiki/Wikipedia:Conte%C3%BAdo_restrito#Pol.C3.ADtica_de_Isen.C3.A7.C3.A3o_da_Doutrina_.28PID.29 (item 3 in the "Gerais" subsection). Therefore the link should change to Wikipedia:Carregar ficheiro (http://pt.wikipedia.org/wiki/Wikipedia:Carregar_ficheiro) in order for users to have instructions on how to upload files to commons as well. Thank you!
