I was using WMF staff as a example that has been discussed many times before, But it's no different than you own examples of Phab Admin or SWAT deployer tbh.

@mmodell Was there any discussion before you decided to re-install the application?

Is there any reason we are actually concerned about bandwidth usage?

Is there any reason we are jumping straight to phabricator form request instead of trying a on wiki page?

I have vague memories but didn't that url just point to the WMF api in the past?
Setting unbreak as it appears loading gerrit changes is taking longer then usual to load.

Changing to High due to possible privacy issues.

Minor issue I know, but could be fixed sometime as part of a Phabricator update, etc. Thanks.

Don't we already have maintenance scripts that allow these large export/imports to be done server side?

Do we actually have account_data that can be lost (and cause issues)? since all our account data is synced from a external source (LDAP) and we don't allow local accounts to be created.

You would need to ask Repository-Admins for that. But isn't Diffusion just a mirror of gerrit? why are you needing to push the server to refresh prior to its cycle?
It's set to 5H updates, https://phabricator.wikimedia.org/diffusion/1915/manage/status/

I'm not sure entirely sure that Sub-Projects/MileStones are the technically correct fit here, Although it would probably fit for your current use case. Have you looked at the DashBoard feature or the Advanced Maniphest search features in Phabricator?
I doubt it would be in a private repo, Have a look at the interface messages that provide the message: https://meta.wikimedia.org/wiki/Special:GlobalRenameUser?uselang=qqx

I objected last time this style of conversation came up, and I will again, We shouldn't be making silent changes in the tracking system, it does make things harder to notice when they happen (I like seeing all the changes personally).

@MZMcBride Do you have a list of example ones that aren't in the index? maybe we can see something in their history that explains why they weren't index.
