A more friendly way to edit protected pages

Description:
Instead of the current method of editting a protected page (going through a sysop, temporary
sysoping, etc.), instead allow the user to edit but do not apply the edit until a sysop (or
equivelent) approves it. Think of it as versions in the future. I sysop may wish to recieve e-mail
notifying him/her that a new edit was done, but it is not required.

The way I invision it is there is a special page (sysops only) that lists all the protected pages
with future edits.
