Wikisource (and Wikibooks) use a strongly sub-page based hierarchy. It would be useful to be able to have the effect of Special:RandomRootPage available though the API, as it currently slow, ugly and inefficient to manually gather random pages and filter until a suitable (root) one is found.

This has similar properties to T63840.
