Description

Steps to Reproduce:

Navigate to Special:CentralAuth/Hejhulák on Meta or Speciální:Centrální ověření/Hejhulák on cswiki.
Check block information for cs.wikipedia.org.
Click "28 namespaces" (the "Blocked" column).

Actual Results:

The link takes you to Bad title - The requested page title contains invalid characters: "%C3".

Expected Results:

The link takes you to the valid page Special:BlockList/Hejhulák.
