Completely dismiss the invitation to use the content translation tool

I've got enough of this.

Please dismiss the invitation popup. I need to click "no thanks" every time when I'm starting a new article from scratch.
Isn't it setting any cookie or how it can work so unfriendly way?

Is it happening because of [https://phabricator.wikimedia.org/rECTX2f8760c9858a6af1633b426abdbe56460da9d364 this setting] or what is wrong with the tool?

I don't speak Finnish but my interpretation of the reported issue was that surfacing the possibility of translating to inexperienced users resulted in sub-optimal content created.

Now you surfaced a different issue about the popup not remembering the user response. We can consider that but it would be good to get more details on how to reproduced since I tried and the next time after selecting "No" the popup was no longer appearing. I'll merge the tickets to keep the conversation focused.
