We have an awkward distribution of wdqs hosts in codfw between public and internal; currently we have the same number of internal nodes as public but ideally public has more since it's community-facing and higher volume
Notation: dc => (public, internal) means datacenter dc has public (number) wdqs nodes and internal (number) wdqs-internal nodes
Our current state: eqiad -> (6, 3) and codfw -> (4, 4) before adding more
Our desired state: eqiad -> (6, 3) and codfw -> (5, 3)
