It seems that sometimes users are global-blocked, for example: https://meta.wikimedia.org/wiki/Special:CentralAuth/Abdiurangsunda. These kinds of blocks seem to be done by setting the gu_locked field of centralauth.globaluser. We need to investigate this and any other blocking mechanisms and incorporate them into user_blocks / user_blocks_historical as we construct the mediawiki_history and related datasets.
