    • launch a call for proposals on the Telegram canal, wait a few days for replies
    • pool preferred names among proposals
  • follow whatever relevant procedures that is in existence to create an user group

How is a "user group" defined? Is this something like https://www.mediawiki.org/wiki/Special_Interest_Groups ? See also https://www.wikidata.org/wiki/Q4656657 not to duplicate efforts. Also asking as we usually use the Accessibility tag in Phabricator for technical issues regarding accessibility.
