UI for unpatrolled edits and marking an edit as patrolled

Description

Expose T284517: API endpoint for patrolling an edit and related plumbing the UI to users who $can( 'patrol', 'reversion/version' ) to allow marking an edit as patrolled. This action should be part of a work queue workflow which will allow Patrollers to see recent edits that have not yet been patrolled and then mark them after reviewing.

MediaWiki shows a "[Mark this page as patrolled]" link at the bottom of unpatrolled edits (diff view, page view) when the user is a Patroller.

MediaWiki highlights unpatrolled edits in Special:RecentChanges by adding a red ! to the log event display.
