Description:
Running MySql 4.1.7, Php 4.3.9, Apache2;

if you've assigned a password to root in MySql, it will not created the
databases, even when you enter the root password in the field.

I know that much.. But it still wont create the Localsettings.php file in
\config. Without a blank root password it does create the user and databases in
MySql however.
