Updated strategy for supporting and growing the research community and the role of community champions in those initiatives.

This quarter, I incorporated feedback from members of the research community and WMF Research team into the development of a strategy for further supporting and growing the research community. This strategy includes information about who is in the community, members' unmet needs and how we can address them, and ideas for strategically growing the community. Once Leila has reviewed it, I will solicit feedback from the Research team and individuals from the community who I spoke to and then seek feedback from the broader Wikimedia community.
