2. Save the page
3. Wait for WikiCleanerBot to come by, or point it at the article

What happens?:
WikiCleanerBot creates a broken wikilink with two pipe characters, like this:

• [[French National Committee|| French National Committee]], e.g. here

What should have happened instead?:

• Standard wikilink should have been created, without extra pipe character
• In addition (possibly beyond the scope of this bug report) the bot should not create a piped link where the destination and the anchor text are identical.
