On invoking scratchpad, language selection, search, feedback, and tutorial window in Wikipedia edit screen causing WikiBhasha to become non functional

This issue is with the mouse move event in jquery UI plugin due up-gradation of jquery and jquery UI plug-in in Wikipedia.

This issue was causing due to the drag action of the popup divs.
Commented the code and working on upgrade of jquery and jquery UI package
