Missing translations of text from Special:Preferences

Description:
Changing the user interface language under 1.4-betat1 shows that some strings
are not translated yet on the Special:Preferences page. Using French as an
example, these were missing from LanguageFr.php (& commons.wikimedia.org &
test.wikipedia.org) but present on fr.wikipedia.org: prefs-help-userdata,
clearyourcache, prefs-personal, prefs-rc, prefs-misc, timezonelegend.

Also, most of the language files contain some <br> & <br/> tags instead of the
standard <br />.

These issues are in the REL1_3 and REL1_4 cvs branches and HEAD.

I have at least one patch to attach, but further translations are available from
the various mediawiki sites via Special:Allmessages.

There seem to be two issues here; can you split it into two bugs?

I could keep care of German, Dutch and French translations for the Enotif and
Euthent text strings I have created in Language.php -- I already have this on my
personal to-do list. (Thanks for the bugzilla; helps to keep track)
