Description

List of steps to reproduce (step by step, including full links if applicable):

Enable Desktop Improvements on Catalan Wikipedia
Go to the Catalan Wikipedia technical Village Pump

What happens?:
There's no language button, the list isn't displayed in the sidebar either.

What should have happened instead?:
The language button should be displayed next to the heading.

Although the Structured Discussions extension (formerly Flow) was meant to improve the discussion experience, it isn't enabled on talk pages only. The Catalan Wikipedia Village Pump is an example.

There are no languages on https://ca.wikipedia.org/wiki/Viquip%C3%A8dia:La_taverna/Tecnicismes?useskin=vector so isn't this working as expected (given T275147 is open for the empty state). Am I misunderstanding something?
