If I write [http://www.crwflags.com/fotw/flags/tl'uno.html UNTAET], it remains
as such instead of converting to a proper URL hyperlink (like if I write instead
[http://www.crwflags.com/fotw/flags/tluno.html UNTAET])...

The case above seems to work fine, re-resolving.

If you're experiencing a problem with this other page you've mentioned, you're going to have
to explain what it is. Listing an example of what you're trying to do (that is, the exact wikitext
you are trying to enter), what you expect it to do, and why happens instead would be helpful.
