Currently we cannot autoscale since the Service Ops instance we have modelled our K8 Cluster on does not have it enabled. We wish to enable this functionality on the cluster.

I think that this ticket should probably be considered a duplicate of T249929: Integrate kube-metrics-server into our infrastructure
It doesn't seem sensible to develop the functionality for the dse-k8s cluster, unless it's also operationally suitable for the wikikube and ml-serve clusters.
If someone from the Shared-Data-Infrastructure value stream does any work on this functionality, I think it would be better to record progress on that ticket and coordinate across the various teams who run kubernetes in this way.
