Description

Currently, Phonos supports PHP >=7.2 (per composer.json, and through at least one hacky shim) — as Wikimedia production is now on PHP 7.4 (see T271736: Migrate WMF production from PHP 7.2 to PHP 7.4), and 7.2 is EOL, we should drop support for PHP 7.2

Ensure we're OK to drop support for PHP 7.2
Ensure CI config will still work
Remove this hacky if statement
Set composer.json to "php": ">=7.4"
