Description

As an Enterprise Streaming API customer, I want to know whether a new entry on Wikipedia is breaking news so that I can properly prioritize it in my system and make decisions about ingestion.

We should use a Spike detection and labeling model, which produces a boolean result. In other words — is this new article breaking news, yes/no?

Given that the detection of a spike demands detecting that the spike is also over, for this PoC, when a positive result is detected, then it should remain true for 24 hours.
