In WMCS we need to be able to silence alerts that are not tied to an instance (ceph clusters, k8s, openstack...).

Currently spicerack alertmanager adds unconditionally the instance label, this task is to add the possiblity to not add the instance label as it does not make sense for non physical hosts (sometimes).
