Mail Server For VRTS On WMCS

Description

Given how heavily VRTS relies on sending and receiving emails, it would be great to try and replicate production as closely as possible by also creating an email server for the test instance setup on WMCS in the devtools project.

Sending email locally on the instance could be an alternative approach.
