Provide a way to revert vandalism of Topic title of Structured discussions.

When many topic titles in structured discussions have been vandalized, the process of restoring them is painful.

We will review the patch for T318734. Could also look at a patch if someone makes one for this task, but otherwise not something Growth team has capacity to work on in the short to medium term.
