[Vector 2022] Offer anons a "Switch to old look" option that helps them log in and set their skin.

Description

Currently, logged-out readers no longer see any sidebar at all, so they don't see that. We see a tiny proportion of readers who want to customize their skin, figure out how to do so, and figure out where to leave feedback saying they've done so; there are clearly more that would do this if they could.

This should be made possible, both to be polite to those who have lost their preferred workflow, and to get better empirical data about preferences.

Expectation:

  • All readers should be able to see that option.
  • If logged out it should take them to a login/account creation screen letting them know that accounts can customize their skin
  • Once limited anon preferences are available, it could directly take them to the modal w/ toggleable skin parameters (which may otherwise be hard to find as a small icon in the lower-right).

A lot of discussions about how this impacts readers, on en:wp at least, has assumed that logged-out readers will understand they can customize the skin by logging in. That was my assumption as well in past weeks, because in skin tests there was no way to test the "anon experience" -- the only way to choose the beta Vector 2022 skin was to be logged in, in the first place.

However with the new skin, the logged-out readers cannot in fact see any such message, and no longer see any help / intro to editing / village-pump type links. The more I think about it, the more this seems like a critical gap in how we thought about and talked about this transition. I hope I am in the minority in not having realized this :) but still see it as an important bug that should be fixed: please add that option, perhaps just above the TOC in the default l.h.sidebar.

This should be an easy way to turn a mild annoyance into a mild source of joy for readers who want to switch back -- even if they eventually migrate back to the current skin. I keep encountering people who want the old menus back and are glad to learn they can customize a skin if they log in. It's a very reasonable motivation to create an account [and an inroad to learning about the amazing array of other gadgets], but they need to know it's possible.

I find most people assume that accounts are approved, and for active editors [whatever that means to them], and don't think further about it; when the most beautiful and colorful wiki experiences require logging in and turning on some non-default features.

The current design, which does not display the sidebar for logged-out readers, has been in place for over a year.
