Background/Goal

We should align eventutilities-python to Java eventutilities after https://gerrit.wikimedia.org/r/c/wikimedia-event-utilities/+/877245 is merged.

A new mediawiki-event-utilities has been released.
Version bump jar deps (post release) in eventutilities-python.

Acceptance Criteria

Python Rows can be built from nested EventRowTypeInfo objects.
