Feature summary (what you would like to be able to do and where):

Extension:MassMessage should support having an RSS feed, so people can subscribe to notification lists via feed readers.

The way I imagine this would be that everytime somone sends a mass message to some notification list, the item is stored in the MassMessaage page (deleting old items as applicable). We could then have an api module to generate an rss feed of the latest items. We could also display a recent updates section on the MassMessage page itself for those who are curious about what type of notifications they are signing up for.

Use case(s)

• Allow people to be notified using their own workflows/feed readers.
• Easy syndication of notifications to other platforms (e.g. en.planet.wikimedia.org). (Right now you have to setup FeaturedFeeds which is a PITA).
