fawikipedia: Give image reviewers the ability to "Undelete Files"

Description

I don't know if there is a specific user right for undeleting files only. I can't see any related rights on Special:UserGroupRights on fawikipedia except undelete for sysops which gives them the right to undelete ALL pages (not only files). But as image reviewers can delete files and not other types of pages, I wonder if we can give them the ability to also undelete files.
If it is possible to give a user group the right to undelete files only, we have a consensus to give that privileges to image-reviewer user group.

Noticed "image-reviewer" (بازبین‌های تصویر) group is not given by election. As undelete action technically allows user to view deleted content, is it violate restriction for Allow non-admins to view deleted content? In such case, please consult legal team for advice.

Hi @Jeeputer, first of all is not possible to force undeletion in a single or more namespace, as you did with delete via AbuseFilter (filter does not recognize "undelete"). Also, there is the restriction issue as pointed out by @Stang , but in this case, also talking with a sysadmin, is likely fine (since the undelete is logged while the viewing isn't, and the ability to see the deleted contents before the restore is not added). In this case image-reviewer would undelete pages on any namespace, so the request is not doable. Also, imho it's always better to be able to see what you're undeleting before doing it, but viewing deleting pages is not possible without an RfA, as stated by the legal team!

However the legal team does not state what is the requirement of a RfA-like process. You (the community of fawiki) may want to discuss the granting process locally and then posted it here, so that we can reach an agreement with WMF Legal later.

Technically the community can even give every image-reviewer sysop flags without a vote, but this is absolutely not what we want here.
