I still need to write up a nicer tutorial doc on wikitech, but the project at https://gitlab.wikimedia.org/toolforge-repos/mwdemo describes a method for installing and maintaining MediaWiki as a Toolforge tool. It is not immediately obvious from the description what MediaWiki would be used for by the bot project. If the need is for documentation I would actually strongly suggest using an existing wiki rather than inventing a new one.
Could you be more explicit in what features of Cloud VPS your project needs which are not available in the Toolforge project? Reviewing the list of controversial use cases for Cloud VPS at https://wikitech.wikimedia.org/wiki/Help:Cloud_VPS_project#Reviews_of_Cloud_VPS_Project_requests would probably be helpful to you in making this argument.
