Request:

Enable XFF headers for xtools.wmcloud.org and xtools-dev.wmcloud.org, and keep it enabled for the old xtools.wmflabs.org for the time being.

Rationale:

XTools is migrating to Debian Bullseye. In doing so we need to create new DNS web proxies to point to the new VMs, which will be under wmcloud.org instead of wmflabs.org. As I understand it, this means we need the XFF allowlist to be updated. See T135046#6056334 for the original request.

Please however keep xtools.wmflabs.org until the migration is complete (maybe one more week or so), if that's okay. xtools-dev.wmflabs.org is already nuked so that one can be permanently replaced with xtools-dev.wmcloud.org.
