• Trigger deployment pipeline on structured-data-articleupdate handler
• Note that structured-data-articleupdate-error uses the same custom_image_service_name property

What happens?:
The structured-data-articleupdate-error service does not get re-deployed.

What should have happened instead?:
The structured-data-articleupdate-error should be automatically re-deployed when new using same custom_image_service_name as structured-data-articleupdate.
