Steps to reproduce:

Visit this page from anonymous:

What should happen:

You should see the list of Slowvote(s).

How to fix:

An Administrator should go here:

And change "Visible to:" from ~~All Users~~ (or whatever) to Public.

There is no separate setting for creating a Slowvote item versus seeing and voting in a Slowvote item.
So I'd prefer not to do this.
