We should have the code in https://github.com/toolforge/testlab-terraform run somewhere, and have alerting/ticket opening occur on failures. This is not something that should page anyone, though if things in it are failing to deploy they should get a daytime response, as it would indicate that we cannot deploy something that we support (or the terraform isn't working and needs fixed, also just a daytime response kind of thing).
