Add privileges to Interface-Administrator at Arabic Wikipedia

Please add the below rights to local "interface administrator" group at arwiki.

  • import
  • importupload
  • editprotected

Could you please clarify what the purpose of these new rights is? As explained on https://meta.wikimedia.org/wiki/Limits_to_configuration_changes#Prohibited_changes, we will not be adding any new rights to the interface administrator group without a good reason as those could encourage granting the group for other purposes than what it's designed for.

editprotected: The interface is an integrated system of elements. A major part of it CSS pages and modules and templates. The arwiki uses cascade full protection of main page. This make all CSS pages linked to main page and all templates and modules restricted from editing by interface-admin. For interface-admin, the permission to modify MediaWiki:Common.css does not make sense if it cannot modify some another CSS files in the wiki. Because CSS rules are interconnected and must be modified as a system.

Some wikis require sysop rights for interface-admin to resolve this issues, but arwiki does not require this. Another Wikis have another user groups have editprotected rights.

import and importupload :MediaWiki has export gadget feature and no one in the wiki can use this feature unless he has the rights of importupload and editsitejs together.

For these reasons we want the rights if it is possible, we now discuss a new policy to manage this. If it is un possible, we will make a new User Group handling these rights. I want feedback on this to edit the proposal policy.

Yes, those use cases should use a separate group and` interface-admin` should only be used when access to non-TemplateStyles pages is needed due to the higher risk they cause.
