Delete some maintenance scripts that we're unlikely to need again

Description

After investigating first commits of these PageTriage maintenance files, which explain why they were made, I think it'd be safe to delete the following maintenance scripts because there is almost no chance we would need to use them again.

This would help with technical debt because we can stop having to grok and refactor these.

  • delete maintenance/cleanupPageTriageLog.php
  • delete maintenance/cleanupPageTriagePageTags.php
  • delete maintenance/DeleteAfcStates.php
  • delete maintenance/FixNominatedForDeletion.php
