Description

This may be an alternative to recaptcha that might be superior: https://www.hcaptcha.com/

According to https://www.mediawiki.org/wiki/Extension:ConfirmEdit this maybe more effective.

However it has some overhead since we would need to consider the privacy etc. implications of using this service

Acceptance Criteria:

Configure mediawiki and ConfirmEdit/ConfirmAccount to use hcaptcha

Declined in favour of https://phabricator.wikimedia.org/T342143, as that's the more sustainable solution to actually fix the problem from reoccurring / be able to steer around it.
