We did away with swiftrepl in production in T299125, but there are still swiftrepl references in puppet and elsewhere - e.g. it was flagged in a review of puppet code still pulling in gerrit repos in T341504.
We should remove this old code since it's not used any more (and isn't compatible with current Debian):
