I am passing along this report from Wikimedia Foundation Governance Wiki's Babel page:
Hi, this wiki does not automatically redirect mobile users to the mobile domain, like Wikimedia projects actually do. For example, clicking on "Terms of Use" on Wikipedia in mobile mode goes to this wiki in desktop mode, wich is not very nice. Please fix.
I have not had a chance to investigate further - but will report any findings and welcome any findings from others.
Looking at https://foundation.m.wikimedia.org/wiki/Home?uselang=qqx , it seems that the URL is defined by a local overwrite at https://foundation.wikimedia.org/wiki/MediaWiki:Mobile-frontend-terms-url

I have changed it for GovWiki to avoid the issue on that wiki - but will update the WikimediaMessages link to fix elsewhere soon.
