Protected pages should not include new image versions

Description:
This would be handy, for example, with templates such as the Featured Article
that get locked on publication, but in a wider sense too.

If a page is locked due to vandalism, and the vandals are persistant, they might
go on to overwrite some of the images on the page. It figures that since page
protection is there to provide static content that cann't be changed, that any
images also included on the page should be frozen too. In exceptional
circumstances images might be shared between multiple pages, but protections
usually don't last long and images are only very rarely overwritten.
