• Select a file for upload
• Mark "This file is not my own work."
• Scroll down to "Another reason not mentioned above" and enter any license, I tried with {{Cc-by-2.0}}

What happens?:
When saving the file, this is the wikicode:

What should have happened instead?:

There should be no empty line, wikitext should be.
