While using an onhost memcached was an ambitious attempt to improve performance (T264604), we were not able to utilise it as much as we originally intended. Its usage didnt not provide enough ROI to account for the overhead of maintaining and porting it to kubernetes. Now that the relevant codepaths have been removed, we can continue cleaning up the infrastructure.
