Quota increase for linkwatcher

Description

Project Name: linkwatcher
Type of quota increase requested: CPU/RAM
Amount to increase: +10 CPU/+20GB RAM
Reason: I would like to split out the services running on the linkwatcher instances, and potentially upgrade them to bullseye (liwa3 and coibot) — to do this, I would first need to create duplicate instances, hence the large quota increase request. The full quota increase is likely only going to be needed temporarily.
