[C-DIS] [TECH] Adjust alert for number of rows in wb_changes table

Description

The current alert for the number of rows in the wb_changes table is set at 30000 which seems to be way too high. Also, the message states that this value is usually around 3000, which is false, it is usually less than 5 (five).

Documentation about that alert states that it should be readjusted after T292728 and T292609 have been resolved, which they were in Oct 2021.
