Description

As a Product Manager, I want to know how the breaking news feature is used by customers,
so that I can make data-driven product decisions.

We want to track the following product metrics:

Track how many breaking news articles do we flag in 1 day.
For every article, we track how many breaking news revisions were flagged
Ratio of breaking news articles vs new articles

Acceptance criteria

Metrics exposed via Prometheus

Additional Notes

Creation of Grafana dashboard will be part of separate ticket
