Note: this task does not intended to restore the removed Kazakh language converter. It proposed to create a new one.

The old Kazakh language converter is removed in T268143 / T350684. Kazakhstan introduced a new Latin alphabet (latest revised in 2021), and intended to replace the current Cyrillic script. So the current Cyrillic script may be understand by fewer people in long-term feature and we may want to have a converter supporting the 2021 Latin script.
