If I'm uploading an image in Iceland (a country without FoP), it's more likely that image is going to contain an FoP violation than if I'm uploading one from Ireland (a country with FoP)

It might be worth adding a warning to UW if the user is currently in an country without FoP. We check geography based on IP for central notice, so it should be do-able, but I don't think we can test historical data because we don't record IPs for logged-in users (and you need to be logged in to upload). Probably we'd need to pick a country without FoP, and run it as an A/B test
