Tol sometimes does not find page title or page is from webarchive or in pdf format.
When is reference in format
[http://example.com Some title], title should be easily taken from old ref:

[http://web.archive.org/web/20110522061727/http://aplikace.mvcr.cz/archiv2008/sbirka/1949/sb02-49.pdf Vládní nařízení č. 3/1949 Sb.] No title is found

title should be in this case
Vládní nařízení č. 3/1949 Sb.
