steps to replicate the issue:
- open wikipedia, on an android device, with brave browser, in desktop mode, in the vector 2022 skin (it doesn't matter whether you are logged in or not)
- go to any suitably long page, such as wikipedia:administrators' noticeboard/incidents
- open the table of contents, not in the sidebar mode
- attempt to scroll through the table of contents
